Traffic-adaptive Network Control BALANCE

Effective light signal control means that a whole road network is used with optimal capacity, during quiet times as well as in peak times with competing traffic demands. If the existing traffic potential is used in such a good way, the negative aspects of stop-and-go will decrease: less waiting times at stop lights, easy traffic flow, less fuel consumption. Therefore, traffic-adaptive network control is the most effective strategy to support ecologically friendly urban traffic.

BALANCE is the traffic-adaptive network control by GEVAS software. BALANCE allows flexible reactions on changing amounts of traffic and a comprehensive view on the traffic situation over the whole network. The facilities for local control and public transport prioritization remain fully serviceable. Projects in Hamburg, Ingolstadt and other cities with a total of more than 100 light signals have shown that BALANCE improves the traffic flow significantly.

BALANCE runs every 5 minutes and calculates optimized framework signal plans for the following
5 minutes period. Microscopic control, especially public transport acceleration, stays in the local facility. This guarantees quick on-site decisions. Local controls can be adopted. BALANCE is an open system and thus not bound to equipment and detectors by particular manufacturers.

The mathematical algorithms in BALANCE search a complex solution space in a very efficient way. For optimization, Genetic Algorithms are used instead of heuristic or semi-heuristic methods. Therefore, BALANCE is very stable and easy to calibrate.

The advantages of BALANCE

1. BALANCE improves the traffic flow and reduces fuel consumption

Field tests in all areas of application have shown that BALANCE strongly reduces waiting times at red lights and the number of stops within the whole road network. Consequently, fuel consumption, CO2 emissions and particulate matter pollution are reduced as well.

2. BALANCE can be integrated easily into existing infrastructures

BALANCE is designed to be operable in different system architectures. It has already been applied in various traffic computer systems by diverse manufacturers and been used with different local control methods.

3. BALANCE is model-based

In BALANCE, traffic mapping and optimization of signal control work with mathematical methods. This allows an exact estimation of results and a heuristic-free exhaustion of the solution space.

4. All facilities of local control remain active

In most application areas of BALANCE, there is as well an extensive prioritization of public transport vehicles. BALANCE does not affect the acceleration and can as well moderate the negative impact of public transport prioritization on individual traffic.

5. BALANCE has only few detector requirements

BALANCE gets along well with time-lap detectors, which are usually used for traffic-actuated programs. No extra detection loops are required.

6. BALANCE has extensive instruments for operational supply and quality assurance

It is essential for the success of a network control that supply is convenient and many control facilities assure effective operation. BALANCE is integrated into the VTcenter program environment, which offers all necessary conditions.

7. BALANCE leads to high economic advantages

BALANCE minimizes waiting times and stops for all vehicles in the entire road network. Motorists save time and fuel. All things considered, this leads to enormous economic savings, which are much higher than the BALANCE investments.
